Possible causes: 1. Step had exceptions. for example https://ci.chromium.org/p/chromium/builders/luci.chromium.ci/Mac10.12%20Tests/13641 and https://ci.chromium.org/p/chromium/builders/luci.chromium.ci/Mac10.12%20Tests/13618 In this case we should continue searching although we may not find last_pass for some or all tests. 2. Step really doesn't exist in that build. Example: https://findit-for-me.appspot.com/waterfall/build-failure?url=https://luci-milo.appspot.com/buildbot/chromium.win/Win7%20Tests%20(dbg)(1)/66760&debug=1 It's the 'viz_browser_tests' causing problem and it was not in build 66759
