recent updates of chrome have issues were tabs when refocused need a HTTP refresh which is slow and annoying

Issue description
Chrome Version : 64.0.3282.186 (Official Build) (64-bit) (cohort: Stable)

Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
Safari:
Firefox:
Edge:
What steps will reproduce the problem?
(1) open many tabs
(2) go to other non-focused tab
(3) tab will reload the page from web server
What is the expected result?
The page to stay in memory and not need a refresh
What happens instead?
Page reloads information from server, sometimes warning that form resubmittion is necessary
Please provide any additional information below. Attach a screenshot if
possible.
This affects the top selling point of Chrome. It's speed, now Chrome is not fast, and thus no value anymore.
