New Incognito tab is not displayed correctly when opening from Today View or 3D touch on cold start. |

Issue descriptionApp Version: 66.0.3359.12 beta iOS Version: 10.3.3 only Device: iPhone7 plus, iPhone5s URL: na Steps to reproduce: 1. Launch Google Chrome 2. Background the app and force quit 3. 3D-touch on the app icon and select New Incognito Tab Observed results: Observe that incognito tab contents are not displayed and toolbar overlapped onto status bar Expected results: Incognito tab contents should be displayed correctly and toolbar shouldn't overlap onto status bar. Hmm this doesn't actually seem like a fullscreen issue. The new incognito tab animation isn't occurring and the incognito NTP aren't getting displayed correctly in the video. This doesn't reproduce on ToT; srikanthg, could you bisect to figure out when this regressed? For the time being, I'm sending this to Ed, since it seems that this is likely related to tab grid changes (tab grid launches the incognito NTP animation, right?).

The new tab grid isn't in this video. Sorry to pass this on, perhaps it has to do with presentation of the BVC? Assigning to Rohit since he's more familiar with those changes.
