Only part of the screen is rendering in device mode

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.146 Safari/537.36

Steps to reproduce the problem:
Using a MacBook pro with a retina display and one external HD monitor (1080p).

1. Open a responsive website in chrome (eg https://www.fastcompany.com/)
2. Open dev tools panel
3. Toggle device toolbar
4. Select a device (it seems to be doing it for all options)

What is the expected behavior?
To be able to see the full screen of the device

What went wrong?
On the external monitor I only see the top left quadrant of the screen. The page is rendered the correct size, but it's cropped.

On the Mac's build in display it works just fine.

Did this work before? Yes The previous one. Not sure of version number.

I'm seeing this same behavior, in most of the device emulations.  It seems to be working for "iPhone 5/SE", "iPhone 6/7/8", "iPad", and "iPad Pro"
Also seeing this issue for all responsive modes.

I've also found this issue and noticed if you toggle dock settings like dock to browser then separate it out as its own window, it becomes fully visible.
