Offline interface not shown when restore tab on network with problems

Issue description

Steps to reproduce the problem:
1. Open some web site on good network.
2. Move app to back stack and wait a while to ensure page is saved.
3. Kill process by removing browser from tasks.
4. Switch to network with problems. Eg. connect to mobile hotspot with no internet access.
5. Launch browser.

What is the expected behavior?
Saved copy is shown and we have "offline" tag in omnibox.

What went wrong?
Saved copy is shown, but no "offline" tag.

Did this work before? N/A 

Chrome version: 67.0.3365.0  Channel: canary
OS Version: 7.1
Flash Version: Shockwave Flash 24.0 r0

The problem is because there is additional render initiated navigation which flushes offline state in offline_pages_tab_helper.
Probably navigation comes from error page.

Tested the issue using #67.0.3369.0 on Samsung J7, 7.0.0 and could not reproduce the issue as per the steps mentioned in original comment. Observed Offline message on relaunching the Browser.

@isupov.oleg: Could you please update Chrome to latest Canary and check?

I have reproduced the bug on 67.0.3369.0, sgs3 neo 4.4.2.
Probably it depends on device because it is hard to reproduce on xiaomi a1 7.1.
