net::ERR_SSL_VERSION_INTERFERENCE when accessing facebook

Issue description

Chrome Version       : 65.0.3325.146
OS Version: 10.0
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: N/A
    Firefox: N/A
    IE/Edge: OK

What steps will reproduce the problem?
1. Browse to facebook.com (and some other pages). In the console I'll get net::ERR_SSL_VERSION_INTERFERENCE for all the .css files, and some js files, and the page does not render correctly.

I should note that for instance I get a similar error when accessing gmail.

This is likely due to a buggy middle-box on your network blocking newer versions of TLS (TLS 1.3). Do you know if you have any anti-virus/proxy/firewall products installed that might be causing issues?
