What steps will reproduce the problem?
(1)Recover build >>In OOBE screen change language from English to Arabic/any.. >> Connect to a network and continue Signing.
(2)Observe the bottom border of 'Checking for updates' screen while Signing into your Chromebook(Kindly refer video) 

Actual: Double traces of overlay appears at the bottom side of 'Checking for updates' screen
Expected: No such double traces should be seen

This is a Regression issue as same is working fine in M-62

Note:
1.Issue is not seen in Linux,Windows OS
2.Issue is also seen in M-63, M-64 stable,M-65 beta
