OS: Mac(10.13.1(17B48), 10.12.6(16G29)).

What steps will reproduce the problem?
1. Launch Chrome, sign-in to www.gmail.com with valid credentials.
2. Type chrome://restart in omnibox and press “Enter” key to restart the browser.
3. Observe.

Actual: Gmail page is signed out after restarting the Chrome.
Expected: Gmail page should not sign-out after restarting the Chrome.

This is a non-regression issue, seen from M-60 series.

NOTE: 
1. This issue is also reproducible on M-65 Stable (build # 65.0.3325.146), M-66 Dev (build # 66.0.3355.0) and M-67 Canary (build # 67.0.3364.0)
2. This issue is not reproducible on Windows(7,8,8.1,10), Linux (14.04 LTS) and Mac(10.12.6, 10.13.4) machines.
3. This issue is not reproducible on Mac(10.12.6(16G29)) Retina display machine.
