Non-Regression : Minimize,Restore,Maximize and Close icons of Files App are seen faded on opening Uber Tray using 'Alt+Shift+S'

What steps will reproduce the problem?
(1)Sign into User -> Open Files App -> Now press 'Alt+Shift+S' to open Uber Tray 
(2)Now observe Minimize,Restore,Maximize and Close icons are seen faded
(Please refer Video and Screenshot)

Note:
1.Issue is not seen when Uber tray is clicked directly
2.Issue is also seen on M-64, M-66 and also on latest M-67

Expected: Faded Minimize,Restore,Maximize and Close icons should not be seen on  opening Uber Tray using  'Alt+Shift+S' 
Actual: Instead Faded Minimize,Restore,Maximize and Close icons are seen

This is Non-Regression Issue seen from M-62
