Non-Regression : Tool tip is seen Missing on hovering mouse on 'Pause' , Play' Icons for a video in General information page of Files App

What steps will reproduce the problem?
(1)Sign in to user ->Now go to above URL -> download any file(Ex: Download any 10Mb video)
(2)Now go to Files App  -> Select downloaded video -> Right Click and select 'Get info' option or click on 'Space' Key
(3)Now in General information page -> at video  hover mouse on 'Pause' Icon and observe for Tool tip
(Please refer Video )

Note : 
1.Pause the Video and  -> Now hover mouse on 'Play' icon and observe for Tool tip
2.Issue is also seen on M-64, M-66 and also on latest M-67

Expected: Tool tip should be seen on hovering mouse on 'Pause' , 'Play' Icons
Actual: Instead Tool tip is seen Missing

This is Non-Regression Issue seen form M-62

FilesApp uses video element in https://cs.chromium.org/chromium/src/ui/file_manager/file_manager/foreground/elements/files_safe_video_webview_content.html

Media team, I don't see any way to configure tooltips for play/pause.  Was this feature previously supported?
