Regression: Sign-in Page remains in the emulation mode even after closing Developer Tools

Issue descriptionChrome Version: 65.0.3325.124 (Official Build) Revision: 42ae48183937849c27a047d09b789231a25e3fcf-refs/branch-heads/3325_122@{#3} (32/64-bit) OS: Windows (7, 8, 8.1, 10), Mac(10.12.6, 10.13.1, 10.13.4), Linux (14.04 LTS) What steps will reproduce the problem? (1) Launch Chrome and navigate to www.google.com. (2) Open Developer Tools, Run Audit and Cancel Audit for www.google.com. (3) Now close Developer Tools and click Sign-in from www.google.com and observe. Actual: Sign-in Page remains in the emulation mode even after closing Developer Tools. Expected: Sign-in Page should open in normal mode. This is a regression issue, broken in 'M-65' and providing the bisect using per-revision bisect. Good Build: 65.0.3324.0(Revision: 530028) Bad Build: 65.0.3325.0(Revision: 530369) You are probably looking for a change made after 530033 (known good), but no later than 530034 (first known bad).
