Issue descriptionTest: http://w3c-test.org/html/forms/autofocus/first-when-later-but-before.html (will hopefully start working soon) Test PR: https://github.com/w3c/web-platform-tests/pull/9804 Spec: https://html.spec.whatwg.org/multipage/form-control-infrastructure.html#autofocusing-a-form-control:-the-autofocus-attribute step 8

This test fails in Chrome only: https://wpt.fyi/results/html/semantics/forms/autofocus/first-when-later-but-before.html (And is also failing in Chromium's wpt import.) Reading the test, it's quite simple, and it's not far fetched to think that this case is triggered in the wild and that people end up with a different element autofocused in Chrome and other browsers. (Not confirmed, just very plausible.) Adding Hotlist-Interop to track.
