if a js file add the local file system then can't add a Break point

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36

Steps to reproduce the problem:
Chrome Version       : 64.0.3282.186
OS Version: OS X 10.13.2

if a js file add the local file system then can't add a Break point

Unable to reproduce this issue on reported version 64.0.3282.186 using Mac 10.13.3 with steps mentioned in comment#0.

1. Added folder with .js file from local filesystem. 
2. Opened .js file and set breakpoint.
3. Edited some text and saved -- set breakpoint. Able to set breakpoint successfully. Attaching screencast for reference.

@Reporter: Please check the video and let us know if we miss anything. If possible please provide a sample .js file on which you are facing this issue. This info would help us in further triaging of the issue.

Should be fixed in latest Canary if not - feel free to reopen this issue.
