IME should distinguish each fields in virtualKeyboard.restirctFeatures API

Follow up for crbug.com/710242

Current IME doesn't distinguish "spellCheck/autoCompletion/autoCorrect", disable one of them will disable all.

Discussed in the weekly meeting.
There's no actual application which should distinguish "spellCheck/autoCompletion/autoCorrect".
Let's merge them as 'suggestion' and deprecate them.
