Can't scroll the page

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36

Steps to reproduce the problem:
1. Open any page via 'Device toolbar' set 'iPhone 5' (i don't test any other)
2. Click on any word by the touchpad and hold it before we'll see modal dialog about translate, copy, find and other find.
3. Click at any other place at the page and ta-da, we can't scroll it.

What is the expected behavior?
Scroll the page

What went wrong?
Scrollbar is removing :(

Able to reproduce this issue on reported version 64.0.3282.186, on latest stable 65.0.3325.146 and on latest canary 66.0.3364.0 using Mac 10.13.3.Unable to reproduce this issue on Linux and Windows

Issue is seen from M60. Hence considering this issue as Non-Regression and marking as Untriaged.
