Regression: A11y: Incorrect message is being reported in chrome on inbox.google.com

Issue description

Chrome Bad: 67.0.3362.0 (Official Build) canary (64-bit) (cohort: Clang-64)
Chrome Good: 65.0.3325.106 (Official Build) beta (64-bit) (cohort: Beta)
Firefox: 52 ESR
NVDA: 2017.4

Steps to repro:
# With NVDA running, visit inbox.google.com
# Focus the application and press insert+space to turn focus mode on
# Press 'j' several times to move through messages
# Press 'k' several times to navigate back to the top of the inbox
# Notice that in the 'bad' version of Chrome, what is announced is not what has focus most of the time
# Notice in the 'good' version of Chrome, messages that are focused are read each time

Expected: Messages that receive focus should be announced

Actual: Often times the message losing focus is announced instead
Firefox: Works as expected

 
Thank you so much for filing this. I am a user who is very impacted by this regression, and really hope that it does not take years to fix this regression, as it did the original bug. Thank you for all you do.
Issue is still present in 67.0.3394.0.
