Issue description

UserAgent: Mozilla/5.0 (X11; CrOS i686 10032.76.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.150 Safari/537.36
Platform: 63.2.12 (Developer Build - neverware) developer-build chromeover32

Example URL:
www.twitter.com

Steps to reproduce the problem:
1. New update arrived
2. Now images on websites are doubled on top of one another and offset down by about 25%
3. Also noted the same problem in my solitaire program. 

What is the expected behavior?

What went wrong?
Doubled images

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? Yes last version.

Does this work in other browsers? Yes

The current stable version is 65. Would you update the system and try again please?
Can you reproduce this with Chrome on non-ChromeOS platforms?
Please provide a screenshot.
