Cannot scroll inner window

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.74 Safari/537.36 Example URL: Steps to reproduce the problem: 0. As a Chinese speaker on the Chromium staff to: 1. 至 https://www.ibon.com.tw/printscan_ie.aspx#D0141&gsc.tab=0 2. 上傳個人文件 3. 查詢上傳文 What is the expected behavior? What went wrong? In steps 2 and 3 they will see the edge of the message blob cut off with no way to horizontally scroll. Unable to copy down the important red number, they won't be able to pick up their print job at the store. Does it occur on multiple sites: N/A Is it a problem with a plugin? No Did this work before? N/A Does this work in other browsers? N/A Chrome version: 65.0.3325.74 Channel: n/a OS Version: Flash Version:

Tested the issue on ubuntu 17.10 using chrome latest beta #65.0.3325.106 Attached a screen cast for reference. Following are the steps followed to reproduce the issue. ------------ 1. Navigated to https://www.ibon.com.tw/printscan_ie.aspx#D0141&gsc.tab=0 2. Uploaded a file 3. A window popped up and observed that no vertical was present. jidanni@ - Could you please check the attached screen cast and please let us know if anything missed from our end. Thanks...!!

Does this reproduce in for you in Chrome? As you are reporting it in Chromium. Can you provide a screen recording of you reproducing it?

I only have chromium / Linux. Here's how I even reproduced it on a wide terminal: Have your Chinese speaker upload a .pdf. Now when viewing the 檔案上傳完成! window that is reached via the 取件編號查詢 button, simply drag the right edge of the browser leftwards, making the browser thinner. This will give you a cut of inner window which you cannot scroll. See attachment below.

(I am only concerned with Desktop, hence even though I have Chrome on Android, I wouldn't think of trying this site on a cell phone.)
