text looks blurry and out of focus compared to Edge

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.146 Safari/537.36

Example URL:
http://www.skysports.com/f1

Steps to reproduce the problem:
go to http://www.skysports.com/f1 in Chrome and Edge and observe how much sharper and more defined text is in Edge

What is the expected behavior?

Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 14.04 using chrome reported version #65.0.3325.146 and latest canary #67.0.3362.0.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.

Thanks for the report. 

Please see https://bugs.chromium.org/p/chromium/issues/detail?id=702592#c17 - this would be improved by using DWrite enhanced contrast settings. Duping this against issue 702592.

Re #2, thanks for retesting, but this issue is Windows only as the initial report is comparing Chrome against Edge on Windows. The Mac and Linux rendering is not directly comparable to DirectWrite here.
drott, it's not really about the font weight or how black the text is, it's that it isn't as sharp or defined as Edge. It is very similar to this Android bug, please read comment #5 especially, I believe this could be the issue here too https://bugs.chromium.org/p/chromium/issues/detail?id=686059 
I just zoomed in the screenshots to compare them and the screenshots are extremely misleading, there's barely a difference in the screenshots for whatever reason. This is definitely something that should be examined and compared normally, not in screenshots. Ideally I would set up a tripod and take some pictures of my actual screen
I talked to a Chrome expert about this and he told me to make sure I have 'zoom for DSF' flag enabled because it looks like I have it disabled judging by the screenshots. I enabled the flag and the issue remains, so that can be ruled out.
(the flag is "Use Blink's zoom for device scale factor" )
