The Offline Pages feature breaks web pages with hash part in the URL

Issue descriptionChrome Version: 64.0.3282.137 OS: Android 7.0.0 What steps will reproduce the problem? (1) Open any page containing a hash part in its URL (for example, http://insin.github.io/react-router-active-component/#/tasks?_k=dbaevp ). (2) Turn on the airplane mode. (3) Restart the browser. (4) Turn off the airplane mode and wait 5 seconds until phone picks the connection. (5) Try to reload the page, or activate the "Reload", or "Open Online" option. What is the expected result? Page should be reloaded and go online. What happens instead? Page get stale forever. Only changing the URL lets to reload it. It only happens on website having hashes in their URLs.
