Issue description
Chrome Version: 10452.1.0
OS: ChromeOS
What steps will reproduce the problem?
(1) Sign in to the device.
(2) Enter into Suspend state.
Run "powerd_dbus_suspend"
or
"sudo set_short_powerd_timeouts"
(3) Use onboard keyboard/Trackpad/ USB mouse to wake-up the device.
What is the expected result?
Clicking on Trackpad / Hitting any key should wake-up the device.
What happens instead?
Need long press of onboard keys/Trackpad to wake-up the device from suspend state.

Issue does not occur on veyron_speedy or hana. However, this also occurs on Sand and Asuka. Looks like it is specific to x86_64 based boards.

Yes this is a regression. https://chromium-review.googlesource.com/c/chromiumos/platform2/+/951920 should fix this. This should be a release blocker.
