A11y: Google Sheets reads toolbar for each option in sheets menu

Issue description

Filing on behalf of a user:
Using the latest stable Chrome release with NVDA, NVDA reads "tool bar sheetName" before every option in the sheet menu you get to by pressing alt+shift+s. For example:
"Tool bar sheet 1 delete expanded sub menu delete one of one"
This happens on every single item in the menu. It gets really anoying after you have duplicated two or 3 sheets, especially because there are no key shortcuts here in this menu.
 
I can confirm this issue:
Chrome: 67.0.3362.0 (Official Build) canary (64-bit) (cohort: Clang-64)
Firefox: 52 ESR
NVDA: 2017.4

Steps to repro:
# With NVDA running, open a google sheet
# Press alt+shift+s to access the sheet menu
# Use up and down arrows to navigate the menu
# Notice that NVDA announces something similar to "Tool bar sheet 1 delete expanded sub menu delete one of one" for each item

Expected: NVDA should only announce the selected menu item

Actual: NVDA announces the toolbar and menu name then the menu item.
Firefox works as expected

This should be fixed in Sheets. The menu should either not be done as a table or be marked as role="presentation". We're never going to get the data/layout table heuristics to match perfectly in all browsers. See b/114723401 

Note this behavior appears in the switch sheet menu (alt+shift+K). It also happens on any of the menus when you go into the accessibility menu and focus the toolbar.
This is literally the only reason why I am not using Chrome for GSheets right now. The UX of hearing this extra second of speech is extremely frustrating.
