Move UseCounter / PageLoadTimingMetrics to PMA

Issue description

The data from the renderer process is only flushed every 1 second, which means updates recorded within the last second before a Chrome fast shutdown or a crash of a renderer process may be lost. To solve this problem, we should use shared memory to keep updates from the sub-processes for the browser to record from.
