Cross origin iframes seems to be broken

Chrome Version: 66.0.3356.0
OS: Chrome Dev 10443.0.0

What steps will reproduce the problem?
(1) Go to https://webrtc.github.io/test-pages/src/iframe-apprtc/
(2) Click on the iframes panel in the left 
(3) Verify that Its possible to make a call

What is the expected result?
It should be possible to make a call

What happens instead?
White screen in the frame.

Its a regression in M66.

I just bisected the issue and got the following range:

Not clear yet which CL introduced the regression. Will try to manually bisect further.

Suspect CL is r535636. I manually bisected and the issue started to reproduce on this CL.
I'll try to confirm by reverting the CL locally from ToT.

I cannot reproduce the issue on ToT, so it might have been fixed already.

skobes@: your CL r535636 apparently caused this regression, but it seems to be fixed on ToT. Can you check if a merge to M66 is necessary?
