Regression: Automatically send some system information and page content to Google to help detect dangerous apps and sites - does not Enable in single click.

Issue description

Chrome Version: 67.0.3362.0 (Official Build)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings/privacy, toggle button for "Automatically send some system information and page content to Google to help detect dangerous apps and sites" and Observe

Actual: 'Automatically send some system information and page content to Google to help detect dangerous apps and sites' does not Enable in single click.

Expected: 'Automatically send some system information and page content to Google to help detect dangerous apps and sites' does Enable in single click.

This is a regression issue, broken in M-66 series, and will soon update other info

Bad build:66.0.3359.0(Revision:540276).

You are probably looking for a change made after 540272 (known good), but no later than 540273 (first known bad).

Return consistent data to privacy page UI for SBER.

This fixes a regression where the SBER checkbox sometimes had to be
clicked twice to be toggled.

Tested the issue on Windows-10, Ubuntu 14.04 and Mac OS 10.13.3 using chrome latest Canary M67-67.0.3381.0 by following steps mentioned in the original comment. Observed that flag enable as expected. Hence adding TE-Verified label.
