Issue descriptionChrome Version: 65.0.3325.146 (Official Build) Revision f926414266f7aecb5ec1bf1b5f93f8716976ceef-refs/branch-heads/3325@{#669}(64 bit) OS: Mac OS(10.12.6) What steps will reproduce the problem? (1) Freshly launch chrome, maximize the chrome window. (2) Navigate to https://chrome.google.com/webstore/category/extensions?hl=en-GB and add any extension e.g: Office online. (3) Now navigate to chrome://extensions/ and check the 'Allow in incognito' option for the added extension. (4) Open a new incognito window and observe the space between extension icon that appears next to omnibox and the wrench menu icon. Actual: Unnecessary space is seen between extension icon and wrench menu icon in incognito window after maximizing. Expected: Unnecessary space should not be seen between extension icon and wrench menu icon in incognito window after maximizing. This is a non-regression issue, seen from M-61 build #61.0.3113.0. NOTE: 1. Issue is also seen on Beta(build #65.0.3325.106), Dev(build #66.0.3355.0) , Canary(build #67.0.3362.0) 2. Issue is not seen on Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.13.1,10.13.4)

The merged-in bug is basically the same issue, just involving resizing windows instead of maximizing windows. For what it's worth, the video in that bug looks more striking (worse) than the video in this bug.
