Add an autotest to display_CheckModesAfterSignOutSignIn.py

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36

Steps to reproduce the problem:
1. Boot the Chromebook and login
2. Set Mirrored mode
3. Press Ctrl+Shift+Q twice to logout
4. Re-login to chrome book and check the display mode

What is the expected behavior?
Display mode should be preserved.

What went wrong?
Adding new test script to check the modes after signout and signin.

There was a  bug chromium:196818  and adding the automated script to check the issue.

[Autotest] Add test to check display modes after signout and signin

Test steps:
1. Boot the Chromebook and login
2. Set Mirrored mode
3.Press Ctrl+Shift+Q twice to logout
4. Login to chrome book and check the display mode

There was a  bug chromium:196818  but no test case. So, adding the test
case

BUG= chromium:819136 
TEST=Execute the below command to run the test case
test_that -b $board $dut_ip $test_name --args="chameleon_host=$chameleon_ip"
