Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS armv7l 10176.72.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.167 Safari/537.36 Platform: 10176.72.0 (Official Build) stable-channel veyron_minnie Steps to reproduce the problem: 1. Sign-in sequence "Owner then 2nd user" results in 2nd user's Display Language being set to English (should be German) 2. Sign-in sequence "2nd user then Owner" results in Owner's Display Language being set to German (should be English) 3. User Logon screen CTRL-SHIFT-SPACE toggle shows UK DVorak keyboard option in addition to GB English (UK). However, the "DV - UK DVorak" keyboard is not installed under any user profile. What is the expected behavior? 1. The Display Language of each signed-in user should respect the individual user profile choice, regardless of sign-in sequence when multiple users are logged on. 2. After boot up, the Login screen should display only the default language of the Owner user. What went wrong? Display Language settings not preserved correctly when multiple users logged in. Individual selections are respected when only one user is signed in at a time. Did this work before? I was able to check this: Tried the log-in with one account set up to use German with German keyboard and a second account set up to use English with English keyboard-layout (overwriting the German keyboard-layout). The device starts with the keyboard-layout set up for the user-account. I select the second account, logged in and the had to manually change the keyboard-layout to English. I than logged out of that account and choose the owner account to log in. The keyboard-layout did not change. Had to manually switch back to German layout.
