What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://settings/changePicture page -> click on 'Take photo' option -> So that Camera screen is seen ->Click on 'Switch to video recorder' -> click on 'Capture video' -> Video is captured
(2)Now hover mouse on captured video and observe  
'Existing photo from camera or file' tool tip is seen instead of 'Existing photo or video from camera or file' tool tip

Note:
1.After video is recorded -> hover mouse on discard icon and observe 'Discard photo or video' tool tip(Please refer 'Expected_Tooltip' Screenshot
2.Issue is seen on M-64, M-65 and M-66

Expected:  'Existing photo or video from camera or file' tool tip  should be seen for captured video
Actual: Instead 'Existing photo from camera or file' tool tip is seen

This is Non-Regression Issue seen from M-62
