Non-Regression : Tool tip is seen missing on hovering mouse pointer on Zipped file or Folder at L.H.S Menu of Files App

Issue description

Chrome Version: 67.0.3362.0/10463.0.0 dev channel Cyan,Peppy and Paine
OS: Chrome

Sample URL : http://www.sample-videos.com/

What steps will reproduce the problem?
(1)Sign in to user -> Now go to above URL -> Download any file
(2)Go to Files App -> Click on Downloaded File and right click on it to select 'Zip selection' option -> After file is zipped -> click on it
(3)Now at left side menu hover mouse on Zipped file and observe for tool tip 

Note:
1.Same issue is seen for Folders i.e. Create Folder(Videos and Images are available)->Zip the Folder-> Rename it (Enter long Name)-> click on Zipped Folder and hover mouse on Zipped Folder -> observe for tool tip 
2.Issue is seen on M-64, M-65 and M-66

This is Non-Regression Issue seen seen from M-62
