Nearly empty layout pops up after click 'alt gr' key for Thai(Kedmanee)

REPRO STEPS:
1.Switch to Thai keyboard(Kedmanee)
2.Click 'alt gr' key on the VK

Actual result: 
Nearly empty layout pops up.

If altgr modified keys doesn't have corresponding key, we can show keys in normal states.
Previous we apply the rule to xkb keyboard, I think we can apply to all m17n keyboards.
