AnimationWorlet instantiates animator in a wrong way

AnimationWorkletGlobalScope::CreateInstance() it instantiates an Animator with calling a v8::Function |constructor| without taking any step to invoke an author function.

Its spec also does not follow the steps of invoke, so it seems wrong.
