Keyboard always use Dock behavior by default on link&Caroline

REPRO STEPS:
1.Enable #enable-virtual-keyboard
2.Enable #enable-floating-virtual-keyboard
3.Focus on any input-area

Actual result: 
It's still the Dock mode of VK that pops up by default.

Expected:
The keyboard should use floating behavior by default.

Note:
Tried this issue not repro on Clapper: 
Floating mode of VK pops up by default after enable floating-virtual-keyboard.

This issue also repro on Caroline.

Status: WontFix (was: Assigned)
Enable floating keyboard, doesn't mean show in floating mode by default.
Means allow you to switch between them.
When you switch to floating mode, then restart machine.
It still show in floating mode by default.
