Page to delete cookies from specific sites jumps back |

Issue descriptionChrome Version: 64.0.3282.186 What steps will reproduce the problem? (1) go to chrome://settings/siteData (2) scroll down and delete something What is the expected result? the list does not go back to the top What happens instead? the list is reset and jumps back to the top :( ------------------- A long time ago, the behavior was correct: deleting data from a site didn't move the list, so deleting data from the next site was possible. Now, because the page list to to top, cleaning the list is almost impossible, as it is quite hard to go back to the same place to select the next item to delete... so the only practical thing is to delete data from all sites, which is quite bad (I don't want to delete all my cookies).

This event was introduced by https://crrev.com/c/714241. dschuyler@, could you take a look? I found this bug for iron-list. They suggest to use splice to remove individual entries. https://github.com/PolymerElements/iron-list/issues/460
