Remove unnecessary animation on gesture event from MessageView.

What steps will reproduce the problem?
(1) Show non-ARC notification
(2) Touch it by finger for a while

What is the expected result?
Nothing should happen until the finger is taken off.

What happens instead?
An animation is drawn.

Status: WontFix (was: Started)
ARC notifications also have this animations. So, this animations need not be removed on non-ARC notifications.
