pointer-events: none blocking iframe content

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36

Steps to reproduce the problem:
1. create an iframe element that points to some content
2. render the iframe, render an div overlay with `pointer-events: none` over it
3. try to interact with the iframe content

What is the expected behavior?
User is able to interact with the content, clicks are passing through the overlay.

What went wrong?
All interaction is ignored.

Did this work before? Yes 

Does this work in other browsers? Yes

Chrome version: 64.0.3282.186  Channel: stable
OS Version: 10.0
Flash Version:

I can reproduce only if "Strict site isolation" is enabled in chrome://flags

@woxxom I can confirm that I do have this on (I believe I turned it out once the Meltdown and Spectre cam out and people recommended this as a temporary countermeasure).

No idea if this is the expected behaviour then.

Able to reproduce the issue on chrome reported version 64.0.3282.186 using Windows-10, but the same is not seen on latest stable 65.0.3325.146. 

@Reporter: Could you please try to check the issue on latest chrome stable version and let us know if the issue still persists. You can download latest stable from the URL: https://www.chromium.org/getting-involved/dev-channel.
