I can't type korean on chrome

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36

Steps to reproduce the problem:
1. I honestly have no idea. It happened without any noticeable changes.

What is the expected behavior?

What went wrong?
I am using desktop and the operation system is windows10 pro. 

I could type korean into any textbox within the chrome like a few hours ago, but it stopped working all of a sudden. It sometimes type random korean letter (just one character while I am typing) and mix up with random numbers + korean letter + english in the end.

I can type korean on everything including windows edge but chrome. I use chrome for everything so I need some help here!

I really appreciate your help in advacnce.

Tested the issue on chrome reported version 64.0.3282.186 using windows-10 with steps mentioned below:
1) Launched chrome reported version an added "Korean" language in keyboard settings
2) Typed the text in omnibar, seen English letters in omnibar

@Reporter: Please find the attached screen cast for your reference and let us know if you are also observing the same which i have captured in the screen cast and provide your feedback on it which helps us in further triaging it.
