Disable requests is broken

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3362.0 Safari/537.36

Steps to reproduce the problem:
1. Go to stackoverflow.com 
2. Go to Blackbox tab in Settings
3. Disable any request that includes "jquery" (disable.png)

What is the expected behavior?
jquery.min.js request should be disabled (network.png)

What went wrong?
it's not disabled

Did this work before? Yes 

Chrome version: 67.0.3362.0  Channel: canary
OS Version: OS X 10.13.3

Able to reproduce the issue on reported chrome version 67.0.3362.0 using Windows-10, Mac 10.13.3 and Ubuntu 14.04. As the issue is seen from M60(60.0.3072.0) considering it as non-regression and marking it as Untriaged.
