Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:59.0) Gecko/20100101 Firefox/59.0 Steps to reproduce the problem: 1. place index.html and print.css at accessible web server 2. run $ chrome.exe --headless --disable-gpu --print-to-pdf http://localhost/reports 3. Review output pdf What is the expected behavior? Footer element renders on first page as well as all subsequent pages. What went wrong? Footer element does not render on first page. Only renders on first page if a header element is also included. Did this work before? N/A Does this work in other browsers? N/A Chrome version: Version 64.0.3282.186 (Official Build) (64-bit) Channel: stable OS Version: 10.0 Flash Version: noheader.pdf shows the footer not rendering when a header is not added. withheader.pdf shows the footer rendering if a header is also included.

This *seems* like a more general printing issue rather than a headless specific one.

Yep, not Headless-specific.

Thanks or the repro case. Though the test files don't have to go on to a web server. Accessing it via file:// seems to work fine. The footer used to only be on the last page, and now it is on every page but the first. This happened in r492243, so CC robhogan.
