tfoot with display: table-footer-group does not display on first page

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:59.0) Gecko/20100101 Firefox/59.0

Steps to reproduce the problem:
1. place index.html and print.css at accessible web server
2. run $ chrome.exe --headless --disable-gpu --print-to-pdf http://localhost/reports
3. Review output pdf

What is the expected behavior?
Footer element renders on first page as well as all subsequent pages. 

What went wrong?
Footer element does not render on first page. Only renders on first page if a header element is also included.

Chrome version: Version 64.0.3282.186 (Official Build) (64-bit)  Channel: stable
OS Version: 10.0
Flash Version: 

noheader.pdf shows the footer not rendering when a header is not added. withheader.pdf shows the footer rendering if a header is also included.

Workaround is to place an empty <thead>. Causes the footer to always render.

This *seems* like a more general printing issue rather than a headless specific one.

Thanks or the repro case. Though the test files don't have to go on to a web server. Accessing it via file:// seems to work fine.

The footer used to only be on the last page, and now it is on every page but the first. This happened in r492243, so CC robhogan.
