Tab title is not restored after cold start |

Issue descriptionApp Version: 67.0.3362.0 canary iOS Version: 11.2.6 Device: iPad only URL: any Steps to reproduce: 1. Launch Google Chrome 2. Open few tabs 3. Background the app 4. Force quit the app and relaunch Observed results: Tab titles for the inactive tabs is not displayed. I followed the steps and I didnt see the tabs back. It is still untitled and when I clicked - it is an empty page.
