Steps to reproduce:
  1. Launch Google Chrome
  2. Open few tabs
  3. Background the app
  4. Force quit the app and relaunch

Observed results: Tab titles for the inactive tabs is not displayed. Untitled is displayed as the tab title

Expected results: Tab title should be restored on cold start

Note: Works fine on iPhones
