Browser pages, Settings, Get Help, Files app are not loading. |

Issue descriptionChrome Version: 10452.0.0, 66.0.3359.0 dev channel cave, eve, scarlet-dru devices. What steps will reproduce the problem? (1) Open a browser window, navigate to chrome://version (2) Open settings window, Get help app, Files app (3) Press keys Alt+Shift+i (4) Minimize all the windows and re-open them by clicking on the shelf. What happens instead? 1 & 2. Browser window, settings, Get help windows don't get loaded. Pages don't come up. 3. Unable to file feedback report. Keystrokes are not recognized. 4. Now the pages get loaded.

Unable to repro on 67.0.3362.0 Symptoms described here would need to be some browser-level bug. Routing to blink.

On step#4, after reload the page, unable to enter the input fields. Failed to click on links,buttons, tabs and unable to scroll up/down the page. >> (4) Minimize all the windows and re-open them by clicking on the shelf.
