Cloud backup appears unresponsive at times during the backup process

Issue description

Chrome Version: (copy from chrome://version)
OS: ChromeOS 63.x

What steps will reproduce the problem?

(1) Insert an SD card with a couple hundred photos (in a DCIM directory) into SD slot (or using USB SD card adapter)
(2) Begin import process (I don't recall now if files app auto-opens or not, if not, open and navigate to the mounted SD card).
(3) Click the cloud backup button to see the cloud backup popup.
(4) Initiate backup.

What is the expected result?

From there on out there was very little UI feedback that backup was happening. A progress bar appears in lower left of the files app, but it didn't move for a VERY long time.

It eventually moved and import completed, but for long periods of time I thought import may be broken.

What happens instead?

Import process should appear live and responsive to the user.

NOTE: My memory is fuzzy. But I think this is a regression from the original UX. Possible cause https://bugs.chromium.org/p/chromium/issues/detail?id=354574#c51
