Pressing Ctrl+R on the keyboard with multiple tabs chosen has a different effect than right-click->Reload

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36 Steps to reproduce the problem: 1. Open multiple tabs 2. Select multiple tabs with "shift" 3. Press "Ctrl+R" while multiple tabs are selected 4. Press right-click and then Reload while multiple tabs are selected What is the expected behavior? On both scenarios (3, 4) all tabs should refresh, since Ctrl+R is the shortcut for the reload button. What went wrong? Ctrl+R refreshes only one tab, although multiple ones were selected. Did this work before? No Chrome version: 64.0.3282.186 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version:

moshe.st297@ Thanks for the issue. Able to reproduce the issue on Windows 10, Mac OS 10.12.6 and Ubuntu 14.04 on the latest Canary 67.0.3361.0 and Stable 64.0.3282.186 by following the steps given above. On hitting ctrl-R when multiple tabs are selected, can observe only one tab is refreshed. This is a Non-Regression issue as this behavior is observed from M60 Chrome builds. Hence marking this as Untriaged for further updates from Dev. Thanks..
