Reproducible memory leak when visiting any dropbox PDF preview page

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36

Steps to reproduce the problem:
1. Visit a dropbox PDF preview page, e.g. https://www.dropbox.com/s/9y9o73v7cul5j2y/Eduardo%20A.%20Vlieg%20%28auth.%29-Scratch%20by%20Example_%20Programming%20for%20All%20Ages-Apress%20%282016%29.pdf?dl=0
2. Continue with your normal day
3. After some time, your PC will hang because Chrome took so much RAM that you don't have any left

IMPORTANT: the actual Dropbox tab is not exhibiting any memory leak. It's the "Browser" process that is growing and growing!

Dropbox's HTML-based PDF preview page does not use the Chrome PDF Viewer.

I created the memory snapshot. The browser process was around 400MB when I started the browser whit --memlog=all, then I opened the dropbox link and it started growing up to more than 2GB, and then I clicked "save dump".

I just noticed that I should provide before-after snapshots.

the first memlog is before opening the tab
the second memlog is after 3GB of memory was accumulated
the third one was after closing the dropbox tab (and waiting for some time until the RAM stopped growing)

The same issue here (64.0.3282.186, 64 bit). Memory usage stops growing only after some time after closing Dropbox tab.

Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 17.10 using chrome stable version #65.0.3325.181 and latest chrome version #67.0.3377.0.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.

As mentioned in #2 the dropbox viewer does not use the PDF viewer in Chrome.
