WebRTC DTMF sender does not clear buffer just right |

Issue descriptionThere are errors when executing the following tests: https://wpt.fyi/webrtc/RTCDTMFSender-ontonechange.https.html https://wpt.fyi/webrtc/RTCDTMFSender-insertDTMF.https.html It's likely that Chrome's implementation doesn't clear the buffer on subsequent calls to insertDTMF() like the specification says. It's also possible that the test is timing dependent.
