What steps will reproduce the problem?
(1)Sign into user ->Open Play store -> 'Google Play Terms of Service' window is seen -> click on 'Agree' button
(2)Now 'Setting up Google Play' window is seen ->Then Apps will get updated and wait for some time(after 6-8 min ) observe unnecessary 'Google play store won't run unless you update Google play services' error message is seen

Expected: Unnecessary 'Google play store won't run unless you update Google play services' error message should not be seen as already Apps are getting updated 
Actual: Instead Unnecessary 'Google play store won't run unless you update Google play services' error message  is seen

This is Regression Issue as same is working fine in M-64 

@khmel : please confirm the Issue

1.Issue is Working fine in M-63,M-64 
2.Issue is seen on M-65
