OS: Mac(10.12.6, 10.13.1,10.13.4)

What steps will reproduce the problem?
1. Launch Chrome, click on wrench icon to open menu list.
2. Press down arrow from keyboard to move the focus.
3. Observe the focus on Zoom (+,- and full screen) icons at wrench menu list.

Actual: Focus doesn’t traverse through zoom (+,- and full screen) icons.
Expected: Focus should traverse through zoom (+,- and full screen) icons.

This is a non-regression issue, seen from M-60 series.

NOTE: 
1. This issue is also reproducible on M-64 Stable (build # 64.0.3282.186), M-65 Beta (build #65.0.3325.106) and M-66 Dev (build # 66.0.3355.0)
2. This issue is not reproducible on Windows(7,8,8.1,10) Linux (14.04 LTS) machines.
