Issue description
Chrome Version:67.0.3362.0 (Official Build) Revisionbc0fc7083e5466f5227bc868c2543957672def9a-refs/heads/master@{#540777}(32/64-bit)
OS:Windows (7,8,8.1,10),Linux (14.04 LTS)
What steps will reproduce the problem?
(1)Launch chrome and crash browser manually via about:inducebrowsercrashforrealz
(2)Relaunch the browser such restore session bubble appears, hit ctrl+F to open find in page
(3)Now click on find icon and option from omnibox and wrench menu, observe.
Actual: Find in box remains behind restore session bubble even after clicking it from omnibox and wrench menu.
Expected: Find in box should appear at foreground after clicking it from omnibox and wrench menu.
This is a Non-regression issue seen from 'M60' series i.e 60.0.3072.0
Note:
1.Issues not seen on Mac OS X(10.12.6,10.13.1,10.13.4)
2.Issue is also seen on Stable (build #64.0.3282.186),M-65 Beta (build # 65.0.3325.106) and M-66 Dev (build #66.0.3355.0)

This has to do with the find popup and restore popup (a.k.a. bubbles), not the omnibox. |
