Please, add "TeliaSonera Root CA v1" to Chrome EV Qualified list

Issue description

Add EV treatment to "TeliaSonera Root CA v1". Telia want to start issuing EV certificates also.

All major browsers include the root already for OV and DV. Microsoft has already accepted EV treatment, Mozilla EV treatment in ongoing at: https://bugzilla.mozilla.org/show_bug.cgi?id=1322668

Setting a snooze for 6 months to see the progression.

Google participates in the public review process for reviewing CAs and their CP/CPS, in collaboration with Mozilla, on mozilla.dev.security.policy. As there has not yet been a public review of this CA and its policies, we will not enable EV for the time being.
The NextAction date has arrived: 2018-09-01
