The nature of the problem: On clean Chrome/Chromium[-based browser] I can't even watch 1080p(or 720p60fps) youtube videos, CPU loads up to 100% and video freezes. After some manipulations the browser loads CPU up to 30-50% on playback. But each video-player with hw-acceleration on my system use less than 20% of CPU on same video-sample and acts like Chromium if I disable acceleration on it. For comparison I download 1440p muted video from youtube(https://youtu.be/xDMP3i36naA) and play it in mpv and Vivaldi. https://youtu.be/YGd60r2phqw Other test: https://youtu.be/4aPXoBoXsw4 (Vivaldi vs VLC vs mpv) Yes, on this videos I use Vivaldi, but exactly same behavior shows Chrome or Chromium. Hardware decode is not supported on Linux. There are custom patches you can apply if you want to try to get it to work, but it's proved too unreliable for us to ship in Chrome.
